1.Read the following passage and answer the questions given below :
The SMS joke captures it all. It thanks Mumbai's politician for making it resemble Venice if not Shanghai. Large parts of this city are now under water. Over 20 million people have been affected by the downpour. It is estimated that over Rs 45,000 crore will be needed to repair the city's infrastructure. The death toll could go upto 1000. Large parts of the city are still without power and drinking water. Do we merely reconcile to the tragedy as nature's fury ? Not if we are a responsible democracy. Rains apart, the city's infrastructure and those in charge have proved to be inadequate and inefficient in coping with the deluge. The disaster management plan for the city didn't work, just it failed during floods in 2000. There was hardly any communications during floods in 2020. There was hardly any communications between the various arms of the administration and it was left to the citizen to put city back on rails. The city's woes owe much to its politicians and bureaucracy, who have systematically ruined the local ecology by presiding over construction in no development zones (NDZ) and man-grove swamps. Realtors have destroyed natural drainage by building on wetlands. A proposal for a golf course by clearing 550 acres of mangrove forests in Goregaon was cleared in 1996. Mangroves act as sponges during floods and prevent sea erosion. Rivers flowing in the city were first converted into drains and later their banks were reclaimed to settle slum dwellers. Where would flood waters go but into the home of Mumbai's poor ? It is easy to blame the crumbling infrastructure on the city's blooming population. But the migrants who makeup the large part of the workforce fuel the city's economic engine. Mumbai contributes 40% of India's corporate tax revenues. Its denizens can rightly say that they get very little in return from the estate. Delhi too has witnessed similar protests in the recent past over the government's failure to rein in power utilities. This kind of activism is welcome. When the elite of the society joins issue with the state, the later listens. An alert citizens alone can assure that the state is not hijacked by netas and pliant babus.
